PROBLEM TO BE SOLVED: To provide a system, a method and a program, with which image quality of a whole interest region does not suddenly drop when a transmission amount of a moving image is suppressed.SOLUTION: Transfer image generation means 140 of a transmitter 100 generates image data from a frame image of a moving image so that image quality of an interest region becomes higher than other regions, and transmits it to a reception device 200 by communication means 110. Communication rate measuring means 120 measures a communication rate of the communication means 110. Interest region information managing means 130 reduces a size of the interest region when the measured communication rate reaches a first threshold. Screen display means 220 of the reception device 200 displays the moving image based on the image data received by communication means 210 on a display. The interest region information managing means 130 automatically enlarges the size of the interest region until the measured communication rate reaches the first threshold. |
