Disclosed are an apparatus for controlling a vehicle emergency braking (AEB) system and a method thereof. The apparatus comprises: an obstacle determination unit dividing a road area and a sidewalk area by using lane information from a navigation system, and determining a group of obstacles placed in the divided sidewalk area of obstacles detected by a vehicle-mounted sensor; and an AEB control unit controlling operation of the AEB system as a target control object is a group of obstacles placed in the road area except for the group of obstacles placed in the sidewalk area in accordance with the determination result.
