<p><P>PROBLEM TO BE SOLVED: To accurately determine a format most suitable for saving capacity of a storage device or improving access speed to data after starting the use of the storage device. <P>SOLUTION: A data base device 10 acquires a data length of accessed data every time access by an application program is performed to a main storage device 14 for recording data in either a fixed length format or a variable length format. At least one of prediction required storage capacity and prediction data access average time is determined when the format of the main storage device 14 is changed to the other format on the basis of the acquired information of the plurality of data lengths to determine whether or not the format of the main storage device 14 is changed to the other format.
