The present invention relates to a day and night marine safety managing device comprising: an electronic optical device to collect image information and location information by monitoring a plurality of people in real time who act underwater or on the water; and an information processing device to determine whether people are in danger based on the information and launching a life preserver towards a person. The day and night marine safety managing device quickly launches the life preserver towards a drowning person to prevent a body temperature of the drowning person from being lowered; and ultimately, the day and night marine safety managing device maximally obtains a required rescuing time for the person.
