[Solution] An inspection device for inspecting the operation of an ECU connected to a vehicle-mounted network is provided with an inspection implementation control unit that transmits two pieces of data including operation inspection data used for inspecting the operation of the ECU and security check data to the ECU, and that receives data outputted from the ECU, and is characterized in that the operation inspection data are data generated in advance on the basis of ECU design information, and that the security check data are data partially or entirely replacing the operation inspection data with random data.
