The present invention relates to an unexpected incident monitoring system based on the recognition of vehicle data by photographing an image of a license plate of a vehicle and recording a passage time, and monitoring an unexpected incident using the data in real time. The system comprises: a plurality of data input devices installed on a road at predetermined intervals, which photographs an image of a license plate of a subject vehicle and matches the image with identification information when detecting a vehicle driving on a road, and transmits the data through a first communications network; a data process device which extracts a license plate number by receiving the image of the license plate matched with the identification information transmitted from the data input devices through the first communications network, monitors an unexpected incident by analyzing the time at which the vehicle passes the data input devices, and transmits the monitored unexpected incident information through a second communications network; and an information providing device which transmits the monitored unexpected incident information received from the data process devices through the second communications network to a traffic information providing terminal through a third communications network. Accordingly, by using a currently-operating license plate recognition device installed in the existing ITS, the efficiency of the existing facility is maximized and the initial investment costs may be reduced. |
