PROBLEM TO BE SOLVED: To provide an optical element and an optical system which achieve high antireflection performances with a simple configuration, and to provide a manufacturing method of the optical element.SOLUTION: The optical element includes: a transparent substrate; and an antireflection structure formed on the transparent substrate, and including a first antireflection part composed of a plurality of layers and a second antireflection part obtained by forming a top layer of the first antireflection part on the transparent substrate without any other layers interposed therebetween.
