The present invention relates to a method for managing a radio resource control (RRC) connection by a base station in a wireless communications system. When an RRC connection is set with a terminal, an inactive timer for transitioning a state of the terminal into an RRC idle state is started to operate. When a resource request message for requesting a device to device (D2D) resource for direct communications between terminals is received from the terminal, a D2D resource is assigned to the terminal. A resource response message including information related to the assigned D2D resource is transmitted to the terminal, and operation of the inactive timer is stopped. Based on a predetermined option, the assigned D2D resource is canceled, and operation of the inactive timer is restarted.
