PROBLEM TO BE SOLVED: To effectively use excess capacity of a radio link at a high speed side.SOLUTION: A radio relay device of the present invention is a radio relay device 3 for relaying radio communication by using any of a plurality of radio communication interfaces 20, 22. The radio relay device 3 comprises: radio quality analyzing units 24, 26 that analyze link capacity of a first radio link and a second radio link; a data determination unit 28 that selects communication processing for relaying a received radio frame in real time or accumulation processing to accumulate the received radio frame on the basis of the link capacity of the first radio link and the second radio link; a routing unit 30 that continues communication in real time by routing the received radio frame if the communication processing is selected; and an accumulation processing unit 32 for accumulating the received radio frame in a DTN accumulation device 34 if the accumulation processing is selected.
