<P>PROBLEM TO BE SOLVED: To provide a voice authentication system in which dishonest act is hard, even when a registered data which is registered for authentication is leaked. <P>SOLUTION: Question information of a text form and a voice data which is an answer to the question are related and stored in an IC card, and when the IC card is read, a list of the plurality of questions is displayed (S2). When the answer to the selected question is input by voice (S3), a voice data is created by recording the voice, and it is transmitted to the IC card (S4).
