PROBLEM TO BE SOLVED: To provide a light controlling element having high light resistance and heat resistance and capable of controlling light response characteristics at high speed. SOLUTION: The light controlling element has a substrate (or a film) 1 comprising a material capable of physically changing characteristics and metal fine structural bodies 2 each having a size equal to or shorter than the wavelength of incident light and has a structure wherein assembled structural bodies 3 each having a combination of a plurality of metal fine structural bodies 2 as a unit are provided on the upper part (or in the inner part) of the substrate (or the film) 1. In the light controlling element, the substrate (or the film) 1 is constituted of any one of a material (an electrooptical crystal or the like) whose refractive index is changed by application of voltage, a material (a nonlinear optical material or the like) whose refractive index is changed by irradiation with light or a material (an electrostriction material or the like) which is deformed by application of voltage.
