PROBLEM TO BE SOLVED: To provide a catalyst material or the like for a fuel cell with high durability and catalyst activity with excellent dispersion stability.

SOLUTION: The catalyst material is provided with a carbon material, and an ionic functional group fitted via a coupling group on the surface the carbon material, and that, has two or more kinds of coupling modes existing of the carbon material and the ionic functional group.
