<P>PROBLEM TO BE SOLVED: To provide a substrate for mounting a light-emitting element which is excellent in efficiency of capturing light from a light-emitting element, and can be manufactured at a low cost. <P>SOLUTION: The substrate 11 for mounting a light-emitting element has a metal base material 12 having a reflection cup section 14 for reflecting a light emitted from the light-emitting element 15 toward a predetermined direction, and an enamel layer 13 for covering the surface of this metal base material 12.
