PROBLEM TO BE SOLVED: To provide an electrophotographic carrier having low mechanical stress on toner having low temperature fixability, to provide a method for manufacturing the carrier, and to provide an electrophotographic developer containing the electrophotographic carrier and an image forming method using the electrophotographic developer. SOLUTION: In the electrophotographic carrier, at least a part of the core containing a ferrite core or magnetic powder and a binder resin is coated with a resin, and an elastic material is exposed on the surface. In the electrophotographic carrier, at least a part of the core containing a ferrite core or magnetic powder and a binder resin is coated with a resin, and an elastic material is exposed on the surface, and the carrier shows≥130 shape factor SF1 expressed by expression (1):SF1=((absolute maximum length of carrier diameter)<SP>2</SP>/(projection area of carrier)×(π/4)×100).
