PROBLEM TO BE SOLVED: To provide an A/D converter employing a ring oscillator with simple configuration that can output a digital value after the conversion at an input voltage of 0 V and ensure the linearity of an output value. SOLUTION: The A/D converter 1 includes: the first ring oscillator 10 wherein a plurality of inverting circuits connected in a ring form each comprising transistors connected to a power supply level and a ground level, inverting an input signal and outputting the inverted signal, the transistors being connected to the ground level via a ground level connection terminal; a first analog signal input section provided between the ground level connection terminal and the ground level and receiving an analog signal; and a first digital signal output section 15 connected to the first ring oscillator 10, for converting the analog signal received by the first analog signal input section into a digital signal and outputting the digital signal as a converted digital signal "a".
