PROBLEM TO BE SOLVED: To provide a composition for forming a coating film having excellent adhesiveness, weather resistance and moisture resistance on a fluorine-containing resin substrate. SOLUTION: The composition for forming a non-curable coating film is a composition to be applied to a fluorine-containing resin substrate, and containing a fluorine-containing copolymer and a solvent wherein the mass-average molecular weight (Mw) of the fluorine-containing copolymer is≥30,000 and≤60,000 and the average molar number of the functional groups included in the 1st group of functional groups consisting of a hydroxy group, carboxyl group, amide group and glycidyl group is≥33 and <54 based on 1 mol of the fluorine-containing copolymer.
