It comprises a hopper 2 and an electric motor/hydraulic plant unit 20. Outside the hopper are placed two cylinders 4a, 4b with pistons emerging inside the hopper, in front of the orifices 3a, 3b of which cylinders the end of a delivery pipe 11 supported by a collar 10 integral with a rocker shaft 7 moves with an alternating to-and-fro movement. The mechanism comprises two jacks 9a, 9b which act on a lever arm 8 integral with the shaft 7, and to which they impart the rocking movement of alternate direction.
