PURPOSE:To manufacture a dead soft steel by RH treatment at a high rate of decarburization with a reduced amt. of metal sticking to the inside of a vacuum vessel, by changing the amt. of a molten steel refluxed during RH treatment under specified conditions according to the carbon content in the steel. CONSTITUTION:The amt. of a molten steel refluxed during RH treatment is changed according to the carbon content [C] in the steel. The amt. is regulated to <150t/min from the beginning of the treatment to 100ppm [C], to 150-200t/min in the range of <100-300ppm [C] and to >=200t/min in the range of <300ppm [C]. Thus, a dead soft steel is obtd. at a high rate of decarburization with a reduced amt. of metal sticking to the inside of a vacuum vessel.
