The plurality of communication channels includes a broadcast channel. The first access network is configured to send broadcast messages through the broadcast channel. The broadcast message includes a first broadcast message, which includes channel availability information. The system also includes a wireless device. The wireless device includes an antenna and a wireless interface. The wireless interface is adapted to receive at least the first broadcast message.
