PROBLEM TO BE SOLVED: To perform start/stop control of each machine so that the integrated operation time is uniformed, and continuous operation time and continuous stop time are never continued for a long period of time. SOLUTION: A start/stop order designation means 10 performs temporary designation with respect to the start order or stop order of machines 1A-1D based on priority factors PA-PD from priority factor arithmetic parts 2A-2D. After completion of the temporary designation, the designation means 10 refers to regulated value excess monitoring information S1 from a continuous time regulated value excess monitoring means 9, and performs main designation while correcting the temporary designation, if a machine exceeding a regulated value for the continuous operation time or continuous stop time is present, so that the start order or stop order of the machine becomes early.
