PROBLEM TO BE SOLVED: To accurately determine whether two images are similar to each other. SOLUTION: The characteristic value (pixel characteristic value) of a pixel in a region is acquired for each of a plurality of regions created by dividing an image. Then, the distributions of pixel character values of the corresponding regions of two images are compared with each other so that whether those regions are similar to each other can be determined. Then, when comparing the distributions of the pixel characteristic values, the difference of luminance values is not considered within at least the half of the range of luminance values including the central value. After similarity/dissimilarity decision is performed for every region, whether those two images are similar is determined based on the decision results of the similarity/dissimilarity of each region. Thus, even when the luminance values vary for every image due to such a factor as whether flash is present or absent or how it is sunny, the two images can be prevented from being determined to be dissimilar due to the difference of the luminance values.
