PROBLEM TO BE SOLVED: To provide a wheel driving device and a wheelchair allowing a user of a movable body to start swing operation of a lever without excessively placing a burden on the user. SOLUTION: The lever 12 swingable relative to a wheel is provided for the wheelchair. A force transmission mechanism 40 is provided between the lever 12 and the wheel, in an application for the movable body. The force transmission mechanism 40 could be a driving mode in which the lever 12 gives rotation force to the wheel when it swings to a direction X while idling to a direction Y, or a neutral mode in which the lever 12 idles to the both directions X, Y. The modes of the force transmission mechanism 40 can be switched by a force transmission switching mechanism 70. The force transmission switching mechanism 70 switches between the driving mode and the neutral mode when the lever 12 is positioned at a specific position. When the lever 12 is on a side of the direction X from the specific position, the force transmission switching mechanism 70 keeps the driving mode, and when the lever 12 is on a side of the direction Y from the specific position, the force transmission switching mechanism 70 keeps the neutral mode.
