PROBLEM TO BE SOLVED: To provide a developing device capable of suppressing void in a halftone area developed before a high density area and also suppressing the phenomenon in which the rear end of an image is excessively dark and to provide an image forming apparatus. SOLUTION: A photoreceptor drum 31A conveys an electrostatic latent image in a conveyance direction 91 in a development area. A development sleeve 19A conveys developer in a conveyance direction 92 opposite to the conveyance direction 91 in the development area. A magnet roller 18A has a plurality of magnetic poles including a main pole disposed near the development area. A layer thickness regulating blade 12A regulates the layer thickness of developer on the upstream side of the development area in the conveyance direction 91. An ear regulating blade 20A is disposed in a specific position further upstream than the position 82 where the photoreceptor drum 31A and the developing sleeve 19A are closest to each other in the conveyance direction 92 and further downstream than the layer thickness regulating blade 12A and regulates the height of developer standing in an ear shape on the peripheral surface under a magnetic field generated by the main pole.
