An eyelash cosmetic composition having uplifting effect is provided to form a film having excellent uplifting, moisturization and low irritation and prevent running. An eyelash cosmetic composition having uplifting effect comprises 0.01~50.00 weight% of water-soluble resin in which chitin and cellulose are conjugated. The composition is produced in a form of oil in water. The water-soluble resin solubilizes the chitin and cellulose with a monochloroacetic acid sodium at the same time. A molecular chain is obtained by hydrogen bond. The water-soluble resin is more excellent than hyaluronic acid and protects and improves hair.
