PROBLEM TO BE SOLVED: To provide a communication device capable of instructing an evacuation action optimum for the installation place of the communication device to a user when receiving an emergency earthquake announcement by the occurrence of an earthquake. SOLUTION: The communication device of this invention includes a first communication unit including a network card or a wireless LAN unit or the like connectable to a communication network, and includes also an evacuation instruction unit that receives the emergency earthquake announcement distributed by the Meteorological Agency from a wide area communication network such as the Internet using the first communication unit and outputs character images or sounds for the instruction of evacuation. The evacuation instruction unit includes a plurality of kinds of evacuation instruction images or evacuation instruction sounds. An evacuation instruction registration unit receives the selection of evacuation instruction data from a user that the evacuation instruction unit uses. Also, the evacuation instruction registration unit receives an instruction to register sound data and image data recorded in a recording unit as the evacuation instruction data.
