PROBLEM TO BE SOLVED: To provide a user authentication mechanism capable of authenticating a user who has pre-registered a terminal ID and a mail address of a portable terminal in a service for enabling the user to browse a specific web page only by asking the user to perform a simple operation even though the portable terminal is changed. SOLUTION: A host computer 1 for services uses the terminal ID of a cellular phone 6 of the user pre-registered in a user table. However, if the user has changed the cellular phone 6 after registration, the user is authenticated by using the pre-registered portable main address of the user. The authentication is performed by first step authentication (authentication about whether the transmission source address of blank e-mail requested of the cellular phone 6 coincides with the pre-registered portable mail address) and second step authentication (authentication about whether a message including a confirmation keyword is returned after transmitting a mail with an URL including the confirmation keyword to the portable mail address).
