A sandwich panel is provided to improve insulation and block noise by inserting an insulation and soundproof layer into an inner one side of a finishing board and a one side of a heart wood. A sandwich panel comprises: a pair of a finishing board facing to each other; one or more heart woods(100) inserted between a pair of finishing boards; and an insulation and soundproof layer(300) formed in one or more sides. One or more sides are selected between the several sides of the finishing board or the heart wood. The element of the sandwich panel is made of flame resisting or noncombustible raw material so that each element of the sandwich panel is flame resisting or non-combustible.
