PROBLEM TO BE SOLVED: To improve reliability in averages of the amount of reactor current. SOLUTION: A device includes: a decision unit (201) for determining whether a period when the amount of current in a reactor (L) changes nonlinearly exists in a period of switching control of a switching element (S1); and an average estimator (203) for estimating the average of the amount of current in the reactor in the period, based on an input voltage (VL) of a voltage converter 12, an output voltage (VH), the value of the reactor (L), and a ratio (D) of an ON period of the switching element (S1) to an OFF period when the decision unit (201) determines that the period when the amount of current changes nonlinearly exists.
