PURPOSE: A mesh up service management service recommends a alternative service if a specific service cannot be performed. CONSTITUTION: A storage unit(133) stores service information. A communication unit(131) is connected to a user terminal and a provider terminal through the communication network. The communication unit performs data transceiving using an appointed protocol. If an error is generated in provider terminal when providing a service, a control unit(132) generates replacement service recommendation information by searching service information. The control unit transmits the alternative recommendation information through the communication unit to a user terminal.
