PROBLEM TO BE SOLVED: To provide an air mortar and an air milk, suitable to be used for reconstruction of roads or the like where damage such as depression is caused by earthquake or heavy rain. SOLUTION: The air mortar is charcterized by having a density of at most 0.4 t/m<SP>3</SP>prepared by using an extra rapid hardening cement.
