<P>PROBLEM TO BE SOLVED: To provide an opto-electric composite substrate and a method for manufacturing the substrate having little misalignment between an optical waveguide and a wiring pattern. <P>SOLUTION: The opto-electric composite substrate includes a patterned lower clad layer, a core pattern for optical signal transmission, a core pattern for a resist, the core pattern for a resist and a wiring pattern, and an upper clad layer, on a base material. The wiring pattern is formed in a patterned opening of the lower clad layer, and is interposed between the base material and the core pattern for a resist in the stacking direction of layers.
