PURPOSE: A broadcasting control access service system and a method thereof are provided to lower the rate of using resources required for encoding and decoding broadcasting content, thereby increasing efficiency of making a broadcasting service to which a conditional access system technique. CONSTITUTION: A packet counting unit(110) partitions a sequence of data packets which configure broadcasting content by a fixed size and counts the partitioned portions. An operation unit(120) performs a selective encoding operation about the packet count based on set encoding rate information. A conditional access unit(130) scrambles a partitioned portion corresponding to the packet count whose encoding is selected based on a result of the operation unit. |
