PROBLEM TO BE SOLVED: To provide a gas turbine control device capable of robustly controlling a behavior after a load is cut off.SOLUTION: A gas turbine control device includes: a load-cutoff-control instruction unit instructing start of a load cutoff control upon detecting that a load is cut off; a no-load-fuel-flow-command-value correction unit correcting a preset no-load fuel-flow command value indicating a fuel flow command value for operating at a rated rotational speed in a no-load state on the basis of a correction coefficient in response to a value of a parameter having an influence on the fuel flow command value; and a minimum fuel-flow-command-value calculation unit calculating a minimum fuel flow command value indicating a fuel flow command value at a time of the load cutoff control by correcting the corrected no-load fuel flow command value so as to exert a control such that the rotational speed of a turbine after the load cutoff does not exceed a present rotational speed and such that time until the rotational speed of the turbine after the load cutoff converges into the rated rotational speed falls within preset time.
