The present invention relates to a method for decoding and encoding a multilayer video. More particularly, the present invention relates to a method and apparatus for managing a buffer for decoding and encoding a multilayer video. The method for decoding the multilayer video according to the present invention includes the steps of: obtaining information to show the maximum size of a decoded picture buffer (DPB) for a layer set including a plurality of layers from a bit stream; determining the size of the DPB for the layer set based on the obtained information to show the maximum size of the DPB; and storing the decoded picture of the layer set on the DPB with the determined size.
