The present invention relates to a method for manufacturing a Hedera rhombea extract by an catalytic reaction and a cosmetic composition for relieving atopic dermatitis and relieving the skin containing the extract as the extract. Specifically, the present invention relates to a technique of manufacturing an extract having excellent anti oxidant activity controlling inflammation-mediated expression factor control by converting an alpha-hederin glycoside by treating a glycosidic bond decomposing catalyst, and using the same in manufacturing of cosmetic composition for releasing atopic dermatitis and relieving the skin. The cosmetic composition according to the present invention is derived from a natural substance, and does not have toxicity and side effects, has excellent inflammation-mediated expression factor control and anti-oxidant effect, to protect skin from an outer factor affecting skin inflammation thereby being effective in releasing the skin inflammation and treating skin troubles.
