PROBLEM TO BE SOLVED: To provide a heat exchanger capable of optimizing refrigerant heat transfer rate and pressure loss by appropriately setting branch circuits and ensuring heat exchange performance and an air conditioner using the same.SOLUTION: Provided is a fin tube heat exchanger 9 using HFO refrigerant and circulating the refrigerant in a plurality of refrigerant tubes 11 while branching and merging the refrigerant tubes in a plurality of circuits, the number of branch circuits of the refrigerant tubes 11 being up to six, and a rate occupied by a first circuit 13A and second to fourth circuits 13C out of the total numbers of the refrigerant tubes 11 being set to fall within a range from 7 to 30% depending on capacity.
