<p><P>PROBLEM TO BE SOLVED: To provide a device for controlling operation target device in a vehicle, which enables operation of the operation target device without making a hand released from a gripping part or making the hand displaced greatly. <P>SOLUTION: A touch sensor 21 is attached to a ring part of a steering wheel. A sensor data generating part 22 generates sensor data including positional data indicating which detection area is touched, on the basis of a contact detection signal obtained from the touch sensor 21. The detecting part 10a detects whether a driver grips the ring part and that an input operation is performed for the touch sensor 21.
