This communication control method is in a mobile communication system in which each of a plurality of cells set a CSS that is applied in common to all UEs (100) in the selfsame cell, and in the CSS, information associated with system information (SIB13) required in the reception of MBMS control information is disposed. The communication control method includes: a step wherein a UE (100) simultaneously performs communication with a first cell operating as the primary cell in which blind decoding of CSS is required, and communication with a second cell operating as a subordinate cell aside from the primary cell; and a step wherein the UE (100) transmits to the first cell a primary cell change request for changing the primary cell from the first cell to the second cell.
