A washing machine control panel base component comprising a control panel base (4), an upper cover (1), a laundry inlet provided at the central part of the control panel base (4), a programmable controller, a micro switch, a water inlet valve arranged within a cavity of the control panel base (4), and a safety lock (5) mounted also in the cavity of the control panel base (4). The safety lock (5) comprises a fixed safety lock main body (51) and a telescoping safety lock plug (52). A plug entry/exit hole (6) is provided on a sidewall of the control panel base (4) at a position corresponding to the safety lock (5). A plug accommodating area (3) is provided on an integrally formed sidewall of the upper cover (1) at a position corresponding to the plug entry/exit hole (6). A washing machine employing the control panel base component. A safety lock apparatus for the control panel base (4) and the upper cover (1) of the washing machine has a compact structure, high strength, and great reliability.
