PROBLEM TO BE SOLVED: To provide a small-sized ozone generating apparatus capable of materializing the high ozone dissolution ratio.SOLUTION: A dissolution reaction tank 11 includes a vertically arranged cylindrical part 16, and includes an injecting port 12 and a discharge port 14 of liquid 2 of a processing object. A porous dielectric pipe 20 includes an inner flow passage 22, and extends in the vertical direction to the inside center of the dissolution reaction tank 11. A grounding electrode 30 is provided in the outside of the porous dielectric pipe 20 in the dissolution reaction tank 11. A high voltage electrode 32 is provided in the vertical direction in the center of the inner flow passage 22 of the porous dielectric pipe 20. AC voltage is applied to between the grounding electrode 30 and the high voltage electrode 32. An air source supplied air to the inner flow passage 22 of the porous dielectric pipe 20. A flow rate controller supplies the liquid 2 at a predetermined flow speed to the inside of the dissolution reaction tank 11 from the injecting port 12.
