Disclosed are a vacuum insulating material having an improved structure to improve insulation properties and durability, and a refrigerator including the same. The vacuum insulating material includes: a core material; a first outer cover placed outside the core material; a barrier layer placed between the core material and the first outer cover; and a second outer cover joined to the first outer cover to define an accommodating space for accommodating the core material and the barrier layer inside. The barrier layer is welded to or adheres to the first outer cover to be integrated with the first outer cover.
