Disclosed in the present invention are a data processing apparatus and method, which relate to the technical field of communication networks and are applied to solve the problem how to reduce the rate of power consumption of UE. In the embodiments of the present invention, a first maximum downlink delay tolerance (MDDT) sent by a core network entity is acquired through an acquisition module, and the first MDDT is provided to a determination module, wherein the first MDDT is a maximum delay tolerance value corresponding to an indication that the apparatus processes downlink data of all services on the apparatus; the determination module determines the time information of a first MDDT timer through the first MDDT; and a conversion module performs UE state conversion according to either the time information of the first MDDT timer or the time information of a first IST.
