A metal substrate includes: a first insulating substrate, a second insulating substrate, a first metal layer, and a second metal layer. The first insulating substrate has a first modifying face, and a second surface opposing the first modifying face. The first metal layer opposes to the second surface. The second insulating substrate joins on the first modifying face to arrange the first insulating substrate in between the second insulating substrate and the first metal layer. The second metal layer is arranged on one surface of the second insulating substrate to arrange the second insulating substrate in between the first modifying face and the second metal layer. The distinct surface roughness of the first modifying face practically has a change of 10% or less after separating the first modifying face from the second insulating substrate. |
