PROBLEM TO BE SOLVED: To prevent adhesion or deposition of underwater organisms or the like to or on a seal member and obtain excellent seal performance, with a simple configuration.SOLUTION: A shaft seal device 13A comprises: a rotary ring 22A rotating along with a propeller shaft 7; a fixed ring 26A fitted into a casing 5 and arranged to be coaxial with the rotary ring 22A; a spring 28A pressing the fixed ring 26A toward the rotary ring 22A to closely attaching closely attached surfaces S of both of the members 26A and 22A; a seal member 31A sealing the casing 5 from the fixed ring 26A; a flushing passage 32 provided between the casing 5 and the propeller shaft 7; a flushing water supply passage 33 supplying flushing water to the flushing passage 32; and a helical guide member 35 including helical irregular portions 35a facing a surface of the seal member 31A with a shaft center line C of the propeller shaft 7 serving as a helical center, and guiding the flushing water to be along the surface of the seal member 31A in the flushing passage 32.
