PROBLEM TO BE SOLVED: To measure a signal without having any interference.SOLUTION: The method is a method for a terminal device 2 to measure a signal. The terminal device 2 receives information which a first base station device serving as a serving base station device connected by the terminal device 2 can identify a blank carrier in no use for communication from the first base station device 1a. The terminal device 2 measures a signal transmitted from a second base station device 1b, using a frequency of the blank carrier identified based on the received information as a target frequency.
