Disclosed are an opening/closing mechanism for a washing machine top cover and a washing machine, comprising a control apparatus, a drive apparatus (3), a clutch apparatus, and a speed-reducing apparatus (2), wherein a top cover (1) opens or closes under the drive of an output end (21) of the speed-reducing apparatus (2), an input end of the speed-reducing apparatus (2) is connected to the drive apparatus (3), the clutch apparatus and the drive apparatus (3) are both connected to the control apparatus, the clutch apparatus cooperates with the speed-reducing apparatus (2) and the drive apparatus (3), and under the control of the control apparatus, when power is connected, a transmission path between the drive apparatus (3) and the top cover (1) is connected, and after disconnection, the transmission path between the drive apparatus (3) and the top cover (1) is disconnected. The present invention is provided with a clutch apparatus, and when an electric motor is disconnected, the clutch apparatus separates the electric motor and the speed-reducing apparatus (2), preventing the electric motor being driven to rotate when the top cover (1) is touched and opened, being easy and convenient, and not damaging the electric motor or causing the electric motor to rotate abnormally.
