PROBLEM TO BE SOLVED: To reduce a signal band width in the case of coding a video image. SOLUTION: A prediction video coder executes gradient prediction based on preceding image data blocks (A, B, C). As to a new image data block (X), the prediction decides horizontal gradient and vertical gradient from one block B on a diagonal line direction from the new block. Based on the gradient sets, the coder predicts image information based on any image processing a block adjacent to the new block in the horizontal direction, or perpendicularly or in the vertical direction.
