The present invention discloses an organic-inorganic composite clear coating binder having high moisture resistance and an organic-inorganic composite clear coating paint also having high moisture resistance. The organic-inorganic composite clear coating binder having high moisture resistance is obtained by a mixed reaction of: 10-25 wt% of an acryl-silicon compound solution obtained by a mixed reaction of an acrylic group containing silane coupling agent, two or more types of acrylic monomers, and a thermal polymerization initiator in the presence of an alcoholic solvent; 1-3 wt% of an epoxy-containing silane coupling agent; 20-30 wt% of an alkyl-group containing silane coupling agent; 20-30 wt% of an alkoxy group containing silane agent; 10-18 wt% of the alcoholic solvent; 0.01-0.3 wt% of an acid stabilizer; and water for the remaining part. The binder is applied to a functional glass coating paint to maintain transparency of the coating film formed in a coating process performed under a high-moisture condition. The present invention also can be used to form functional coating glass having excellent durability, saltwater resistance, storability, high hardness, and boiling water resistance. |
