PROBLEM TO BE SOLVED: To reduce a possibility that a light-emitting device may fail when a substrate is held by a base member in a state where a flexure stress is applied to the substrate of the light-emitting device.SOLUTION: A light-emitting element is formed on one surface of a substrate 100. A second lead-out wiring 160 is coupled to the light-emitting element. A base member holds the substrate 100 in a state where a flexure stress is applied to the substrate 100. The base member has a holding part. The holding part sandwiches part of the substrate 100 in a thickness direction. The second lead-out wiring 160 is not formed at a part where the holding part is overlapped.
