Disclosed are a failed cell detecting device and method, the device comprising: a determination unit for determining the duplex mode of a coordination base station; a judging unit for judging whether the downlink channel information of the coordination base station is valid according to the duplex mode, and obtaining a first judging result; the determination unit is also used for determining that the coordinating base station is in a normal working state when the first judging result is yes; and the determination unit is also used for determining that a cell covered by the coordination base station is a failed cell when the first judging result is no. The method or device of the present invention can improve the accuracy for detecting a failed cell.
